Given that you are an unashamed collectivist, I'm going to assume that this comic has an upbeat tone for you.
Are you referring to the Patriot Act that was voted for 98 - 1 in the Senate (including the vaunted John Kerry who served in Vietnam, Joe Biden and the rest of the Democrats except for Feingold)?
Unfortunately I've had this conversation with Republicans/Conservatives/Neo-Cons [whatever], and they fail to see any humor or irony or contradiction in it.
According to them, these draconian dictatorial powers of spying and secret detention are simply the natural, reasonable, logical duties of any Executive who has to manage a world-class Superpower and see to its material interests. And that, [they tell me], is the reason why we must all work hand-in-hand to be sure that no Democrats ever achieve any political power whatsoever, because Democrats are always corrupt and would abuse these reasonable dictatorial powers, whereas Republicans are men of Character and would not.
Like how -- everyone remembers the incident when somebody asked Ben Franklin "What sort of a government have you given us, Sir?" And Franklin replied, "A Democracy, madam, assuming that Divine Providence forever sees it fit to guarantee that only the most incorruptible, unbiased and selfless persons always win every election forevermore into the future."
Last I checked, rendition and Project Echelon were started under BJ Bill
