Well Ted its hard to get funding for an agency which in essence is to prevent attacks on the US unless there are threats. Much like the CIA and the Armed Forces.
The whole underlying key point is the Military Industrial Complex. The rest is just details.

The primary purpose of a business (forget this "corporation" nonsense: it works the same way for Oracle as it does for the Avon saleswoman) is to stay afloat by being economically viable. Unlike government departments, businesses have no magic wand to keep them around when nobody wants them or needs them.
Unless, as GM's case makes very clear, they too become a government agency...

A corporation is a legal structure. A corporation is not evil or bad. Perhaps you meant "business". A business needs to provide a needed product or service otherwise it will cease to exist. Government agencies do not need to do any of the above. They just continue to exist, lethargically so.
